Chapter 35 - Survivors/Dependents Education Assistance (DEA)

Benefit Payments
For each month that you are attending classes, the VA will direct deposit the monthly stipend on the first day of the following month. The VA does not issue payment to the university for tuition and fees. To review current direct stipend payment rates visit the VA's DEA (Chapter 35) rates page here.
Please note, for the month of August you will receive that payment on/around September 1st. For partial months of attendance stipends are pro-rated. For example, August and December are pro-rated for the fall semester. Prorated payments may apply for special terms, modules, or stand-alone terms.
First time using Chapter 35 DEA:
- Student completes the online application VA Form 22-5490 to receive their VA issued Certificate of Eligibility by mail
- Upload a copy of your VA issued Certificate of Eligibility to the Baylor VA Benefits Office: VA COE Submission
- Immediately AFTER registering for classes, complete the Baylor Request for Certification Form (RFC). Must be completed each semester.
Chapter 35 DEA used at a previous institution:
- Complete the online application VA Form 22-5495 "Request for Change of Program or Place of Training Form."
- Upload a copy of your VA issued Certificate of Eligibility to the Baylor VA Benefits Office: VA COE Submission
- Immediately AFTER registering for classes, complete the Baylor Request for Certification Form (RFC). Must be completed each semester.
